Engineer letter for foundation repair before you buy

The engineer letter proves foundation repairs were done and accepted. When to ask the seller for one, what it should say, and what your lender does.

What is an engineer letter for foundation repair?

An engineer letter for foundation repair, usually stamped by a licensed engineer, confirms the repairs were done and accepted. If the house you're buying had foundation work, ask the seller for that letter in writing before your inspection deadline. If your report flags foundation movement and there is no letter, book a structural engineer before the deadline, not after.

Key takeaways

  • On a Fannie Mae conventional loan, abnormal settlement in the appraisal needs proof of repair or a professional's report.
  • One Dallas repair company sends its engineer letter two to four weeks after final payment.
  • Ask for the letter, the engineer's report behind it and the permit number together.

Why does your home inspector send you to an engineer?

Because a home inspector may spot movement but isn't required to judge it. Inspectors must report "observed indications of possible foundation movement" under the International Association of Certified Home Inspectors (InterNACHI) Standards of Practice. The examples given are sheetrock cracks, brick cracks, out-of-square door frames and unlevel floors.

The same standard says the inspector is not required to "report on the adequacy of any structural system or component." The American Society of Home Inspectors (ASHI) standard also excludes "engineering or architectural services or analysis." So a movement line on your report is a hand-off to a structural engineer.

What does a structural engineer cost?

Fixr puts a structural engineer's foundation inspection at $300 to $600, depending on the size of the home and your region. It puts a written report after the inspection at $100 to $200.

Say your report flags unlevel floors and no engineer has looked yet. If the engineer bills the two separately, the total is about $400 to $800: $300 to $600 for the inspection plus $100 to $200 for the written report. That is before any repair is priced. Ask for a firm price when you book, and whether the report is included.

The letter may already be in the repair price. Advanced Foundation Repair says "we generally include these fees in our proposal" where engineer oversight is required. Ask the repair company whether its quote covers the letter.

The engineer covers only the foundation. Kept prices the lines of an inspection report for $79, usually under 4 hours, and flags foundation movement for an engineer instead of guessing.

Engineer report or engineer letter: which do you need?

The report comes before a repair and the letter after. If the seller already repaired the foundation, you need the letter. If nobody has, you need the report. Advanced Foundation Repair, a Dallas company, says the report gives "specific recommendations for repair" before work starts. The letter is "the document confirming foundation repairs were completed and accepted by the engineer," issued once the work is done.

How does your lender treat foundation settlement?

Seriously, on a conventional loan sold to Fannie Mae. When an appraisal shows "abnormal settlement," the Fannie Mae Selling Guide gives the lender two options. It must "provide satisfactory evidence that the condition was corrected" or submit a professionally prepared report instead. That report must be based on an inspection and show the condition "does not pose any threat of structural damage to the improvements."

If your appraisal comes back "subject to" an inspection, ask your loan officer whether an engineer's letter or report will clear it. On a Federal Housing Administration (FHA) or Veterans Affairs (VA) loan, ask the same question. The rule above is Fannie Mae's only.

How long until you have it in writing?

Advanced Foundation Repair says its engineer's letter goes out "two to four weeks after work is completed and final payment is received." Ask who employs the signing engineer. On that timeline, a repair finished close to your closing date can leave the letter arriving after it. Ask for the letter, or the date it will arrive, as a written term of your repair request.

A separate engineer-letter firm, EngineerLetters.co, says licensed engineers issue its sealed letters in 24 to 48 hours. It reviews by video call unless local code officials require a site visit, so ask your loan officer whether a remote letter will do. For an engineer's inspection before repair, ask the firm when the written report arrives, then check that date against your deadline.

What should the letter say, and who should sign it?

A licensed engineer's stamp, the repair it covers, and the result. The letter "is generally stamped by the licensed engineer and confirms the results of the intended repair plan," Advanced Foundation Repair says. It also carries a floor plan of the elevation changes where repairs were made.

In Texas, check who signed it on the Texas Board of Professional Engineers website. A-1 Engineering, a San Antonio firm, says to prefer a structural engineer over a civil one. The board lookup shows STR for a structural engineer and CIV for a civil engineer.

What can you ask the seller for?

  • If the foundation was repaired: the engineer's letter, the engineer's report behind the repair, the permit number, and the repair company's warranty terms.
  • If movement is flagged and nothing was done: the engineer's report first, then a repair or credit priced from its recommendations.
  • If the seller has neither: time to book your own engineer, or a credit to cover the inspection.

The engineer's report should say what caused the damage and whether it is cosmetic or a real repair. Don't price the fix from your inspection report alone. Send the report to a foundation contractor for a written bid, and put that bid in your request. How to get repair estimates during your inspection period covers getting quotes in time.

If the seller says no, you can pay for the engineer yourself, ask for a smaller credit, or use your contract's inspection terms to walk away. What to ask for after a home inspection covers how large a request is normal. Your contract sets the exact dates and terms, so confirm them with your agent or attorney.

How does a structural engineer check a foundation?

Usually by looking and measuring. Carolina Foundation Solutions, a North Carolina contractor, says most reports rest on what the engineer sees plus an elevation survey. Building plans and soil tests are used only on request. The report ends with repair recommendations.

Do you need a structural engineer for foundation repair?

For a letter at the end, you need an engineer on the job. Advanced Foundation Repair says many cities require a permit for foundation repair, and engineer oversight is most often required too. If the repair company hires the engineer, ask who employs the one who signs, and prefer one from outside the company: Carolina Foundation Solutions says the report "should always be handled by a third-party state-certified structural engineer." Ask the repair company for the name and number of the engineer who will inspect the foundation.

How do I know what the rest of my list is worth?

If your deadline is close and the foundation is only one line of your request, upload your inspection report to Kept for a number behind everything else.
